IRCA stands for Immigration Reform and Control Act, a US law abbreviation.

Law of 1986 that legalized about 2.7 million undocumented immigrants who met residence or farmwork requirements, while making it illegal for employers to knowingly hire unauthorized workers and creating the I-9 employment verification form.

Example: Every new hire completes an I-9, a requirement that dates to IRCA.

Usage notes

President Ronald Reagan signed it on November 6, 1986. Enforcement of employer sanctions proved weak, and unauthorized immigration continued to grow, which shapes current debates over "amnesty". It was the last major legalization program enacted by Congress.
