FAPE stands for Free appropriate public education, a K-12 education abbreviation.
Central right under IDEA and Section 504 guaranteeing students with disabilities a public education at no cost to families, designed to meet their individual needs. Disputes over whether a district has provided FAPE are the basis of most special education due process cases.
Example: The parents argued that the district denied FAPE by failing to provide a reading specialist.
Usage notes
In Board of Education v. Rowley (1982) the Supreme Court held that FAPE requires meaningful access, not the best possible education. Endrew F. v. Douglas County (2017) raised the bar, requiring an IEP reasonably calculated to enable progress appropriate in light of the child's circumstances. Pronounced "fap-ee" or spelled out.
