1. Council of Europe
Organizations & Companies · International Organization Abbreviations
Organization of 46 European states, separate from the EU, that promotes human rights, democracy and the rule of law, chiefly through the European Convention on Human Rights and the European Court of Human Rights.
Example: The CoE Committee of Ministers called on the government to implement the court's judgment.
Founded in 1949 by the Treaty of London, it is older and larger than the EU. Russia was expelled in March 2022 after invading Ukraine. Its Venice Commission advises countries on constitutional law. It is often confused with the European Council and the Council of the EU, both EU bodies.
2. Center of excellence
Business & Finance · Management & Strategy Abbreviations
Dedicated team that develops and shares expertise, standards and best practices in a specific area, such as analytics, automation or procurement, for the whole organization. A CoE provides guidance, training and reusable tools rather than doing all the work itself.
Example: The automation CoE reviews every bot design before it goes into production.
Spelled "centre of excellence" in British English. The model is common in large enterprises, consulting and shared-services operations. In European and academic usage, CoE can also mean the Council of Europe, an unrelated organization.
3. Certificate of Eligibility (COE)
Business & Finance · Real Estate & Mortgage Abbreviations
Document from the US Department of Veterans Affairs confirming that a veteran, service member or surviving spouse is eligible for a VA-guaranteed home loan and showing their available entitlement.
Example: The lender pulled my COE online in minutes, so the VA loan application went smoothly.
Lenders can usually obtain a COE electronically through the VA's system. VA loans allow no down payment and no monthly mortgage insurance, though most borrowers pay a one-time funding fee unless exempt for service-connected disability.
4. Close of escrow (COE)
Business & Finance · Real Estate & Mortgage Abbreviations
Date on which a real estate transaction is completed: funds are disbursed, the deed is recorded and ownership transfers to the buyer. The term is used mainly in states where escrow companies handle closings.
Example: COE is set for June 30, so the movers are booked for July 1.
In escrow states such as California, Arizona and Nevada, "close of escrow" replaces the eastern "closing" or "settlement." Purchase contracts set COE as a deadline that both parties must meet or extend in writing.
