Example: After his C&P exam, the VBA raised his service-connected rating to 70 percent.
Claims backlogs have long been a political issue, and the PACT Act of 2022 brought a surge of new toxic-exposure claims. Veterans often file with help from accredited representatives of veterans service organizations. VBA is led by the Under Secretary for Benefits and is separate from the Veterans Health Administration, which provides medical care.
