USBR stands for Bureau of Reclamation, a US federal agency abbreviation.
Interior bureau that builds and operates dams, canals and reservoirs in the 17 western states, including Hoover Dam and Grand Coulee Dam. It is the largest wholesale supplier of water in the country and the second-largest producer of hydroelectric power.

Usage notes
The Reclamation Act of 1902 created it to "reclaim" arid land for farming through irrigation. It is commonly called Reclamation and also abbreviated BOR. Its operation of Lake Mead and Lake Powell makes it central to negotiations among the seven Colorado River basin states. It is headed by a Commissioner.
