Example: The local MSP raised the ferry delays at First Minister's Questions.
The Scottish Parliament first met in 1999 after a 1997 referendum. Its additional member system tops up constituency results with list seats to make outcomes more proportional. Elections are normally held every five years. MSPs are distinct from Scottish MPs, who sit at Westminster.

Government & Politics · Public Program Abbreviations · also used in medicine
State-run Medicaid programs that help people with limited income and assets pay Medicare costs. Depending on the level, they cover Part B premiums and, for the lowest-income enrollees, Part A premiums and deductibles, coinsurance and copays.
Example: Once approved for the MSP, his $185 Part B premium stopped coming out of his Social Security check.
The levels are the Qualified Medicare Beneficiary (QMB), Specified Low-Income Medicare Beneficiary (SLMB) and Qualifying Individual (QI) programs. Enrollment in an MSP also qualifies people for Extra Help with Part D drug costs. Many eligible people are not enrolled, and some states have relaxed asset tests to widen access.
4. Medicare Secondary Payer
Medical · Health Insurance Abbreviations
Rules that make other insurance pay before Medicare in certain situations, such as when a beneficiary or spouse has coverage through a large employer, or for injuries covered by auto, liability or workers' compensation insurance. Medicare then pays second or seeks repayment.

The Medicare Secondary Payer provisions date from 1980 and were expanded in later legislation. Hospitals must ask MSP screening questions at admission. Injury settlements must account for Medicare's interests, or Medicare can recover its conditional payments.

MSPs use remote monitoring and management (RMM) tools to oversee many clients at once, which makes them attractive targets: the 2021 Kaseya VSA attack pushed ransomware through MSPs to more than a thousand businesses.
