HLR stands for Higher-Level Review, a veteran abbreviation.
VA decision review option in which a more senior reviewer takes a fresh look at a claim decision using the same evidence, without new evidence, and may hold an informal conference with the veteran or representative.
Example: The HLR overturned the denial because the original reviewer missed a medical opinion.
Usage notes
It is one of the three lanes created by the Appeals Modernization Act. If an HLR finds a duty-to-assist error, the claim returns for correction. Veterans who have new evidence should choose a supplemental claim instead.
