HEI stands for Higher education institution, an academic abbreviation.
Formal term, especially in the UK, Europe and international policy documents, for any university or college that awards degrees or other higher education qualifications. It covers universities, specialist colleges and institutes regardless of size or title.
Example: Every HEI must publish its access and participation plan before setting higher fees.
Usage notes
UK regulators such as the Office for Students use "provider" as well as HEI. The term avoids the legal and cultural differences between "university", "college" and "institute" across countries. EU programs such as Erasmus+ require participating HEIs to hold an Erasmus Charter.
