HCBS stands for Home and community-based services, a public program abbreviation.
Medicaid-funded long-term services and supports, such as personal care aides, adult day programs and supported employment, provided at home or in the community instead of in nursing homes or institutions.
Example: The state's HCBS waiver has a waiting list of more than 10,000 people.
Usage notes
Medicaid originally covered long-term care mainly in institutions; Section 1915(c) waivers created in 1981 allowed states to offer home-based alternatives. The Supreme Court's 1999 Olmstead decision held that unjustified institutionalization of people with disabilities violates the ADA. Many states cap enrollment, producing long waiting lists.
