HAVA stands for Help America Vote Act, a US law abbreviation.
Election law of 2002 that required statewide voter registration databases, provisional ballots for voters whose eligibility is in question and accessible voting machines, and funded replacement of punch-card and lever machines. It created the Election Assistance Commission.
Example: Under HAVA, a voter missing from the rolls must be offered a provisional ballot.
Usage notes
The disputed 2000 presidential election in Florida prompted the law, where "hanging chads" on punch-card ballots became infamous. HAVA also requires first-time voters who registered by mail to show identification. States receive HAVA grants for election security and equipment.
