Usage notes
First introduced in 2001 by Senators Dick Durbin and Orrin Hatch, it has been reintroduced in many versions. It came closest in December 2010, passing the House but falling short of 60 votes in the Senate. President Obama created the DACA program administratively in 2012 after Congress failed to act.
