Comm'n stands for Commission, a legal citation abbreviation.
Table T6 form for "Commission" in case names, as when an agency name such as the Federal Election Commission appears in a citation. The apostrophe marks the omitted letters, a hallmark of Bluebook abbreviations.
Example: Citizens United v. Fed. Election Comm'n, 558 U.S. 310 (2010), struck down limits on corporate independent expenditures.
Usage notes
Widely recognized agencies may instead be cited by initials, such as FTC or SEC, in both citations and text. Table T6 reserves "Comm." for "Committee" and "Comm'r" for "Commissioner", so the three forms must not be mixed up. State public utility and civil service commissions use the same abbreviation.
