New Deal agency created in 1935 that made low-interest loans to farmer-owned cooperatives and utilities to build power lines in rural areas, where private companies had found service unprofitable.
Example: Grandpa remembered the night the REA co-op finally switched on the lights at the farm.
In the mid-1930s only about one in ten US farms had electricity; by the early 1950s most did. Many of today's rural electric cooperatives were founded with REA loans. Its functions passed to USDA's Rural Utilities Service in 1994, which also finances rural broadband.
2. Restrictive early action

Non-binding early application plan in which students apply early to one private college and agree not to apply early to other private schools, though public universities and some rolling or foreign-university applications are usually allowed. Harvard, Stanford and Notre Dame use the term.
Example: Applying REA to Harvard meant she couldn't apply ED anywhere else.
Admitted REA students still have until May 1 to decide and can compare financial aid. Each school publishes its own exceptions, such as allowing early applications to public universities. The plan is functionally similar to single-choice early action (SCEA).
