FOUO stands for For Official Use Only, a military term abbreviation.
Former Department of Defense marking for unclassified information that could be withheld from public release, such as personnel records or sensitive procedures. It has been replaced by the Controlled Unclassified Information program.
Example: Older manuals still carry the FOUO marking on every page.
Usage notes
The CUI program, mandated government-wide by executive order in 2010, replaced FOUO and many agency-specific labels with standardized categories. Documents marked FOUO before the transition may remain in circulation. Unclassified does not mean public, a point the marking was meant to reinforce.
