1. Open educational resources
Education & Academia · Academic Abbreviations
Teaching and learning materials, such as textbooks, courses, videos and assessments, that are freely available and openly licensed so others can reuse, adapt and redistribute them. Rice University's OpenStax and MIT OpenCourseWare are prominent sources.
Example: The biology department replaced its $200 textbook with OER, saving students thousands each year.
UNESCO adopted the term at a 2002 forum. Most OER use Creative Commons licenses. Colleges promote "Z-degrees" (zero textbook cost) built entirely on OER and library resources, and many states fund OER adoption grants.
2. Officer Evaluation Report
Military · Military Term Abbreviations
Army annual or event-driven performance evaluation for commissioned and warrant officers, completed by a rater and a senior rater, that heavily influences promotion and selection for command.
Example: Her senior rater gave her a "most qualified" OER, a strong signal for promotion to major.
Senior raters can give the top block to fewer than half of the officers they rate in each grade, a forced distribution meant to prevent inflation. The Navy and Marine Corps equivalent is the fitness report (FITREP), and the Air Force uses performance reports and briefs.
