CategoriesLaw & Legal

ICPC stands for Interstate Compact on the Placement of Children, an estate and family law abbreviation.

Agreement among all 50 states, the District of Columbia and the U.S. Virgin Islands governing the placement of a child from one state into foster care, adoption or a relative's home in another state. The receiving state must approve the placement before the child moves.

Example: The adoption from Florida to Oregon cannot be finalized until ICPC approval comes through.

Usage notes

Each state has a compact administrator who reviews home studies and placement requests. Violations can delay adoptions and lead to children being returned. Courts have disagreed about whether the compact applies when a child is placed with a parent in another state.
